emirutil layer binning

The electromigration flow utility emirutil can produce layer maps which by default are binned by current density.

Looking through various documentation it seems it might also be possible to have maps binned by em pass/fail percentage, but I couldn't find how to do this with emirutil.

When different layers have different current handling capacity this would be more useful for locating the problem areas.
