Is NeoCell a standalone product? Can it exist without Virtuoso?

NeoCell and Neocircuit from Neolinear is third party software purchased by Cadence. Does it have its own GUI and standalone software?

These are products that have been long-since end-of-lifed. The technology formed the basis for some new tools in IC610 - but even that was back in 2006 (so 10 years ago). Why are you asking about such old tools?
