Is QRC Template file (QRC .rcx_setup.tpl) created by QRC run or this file is a part of a PDK and QRC use it for the run?

This file is created by QRC automatically in Virtuoso launch directory reflecting the options you used in the QRC GUI. But if you have a template available in the PDK, then QRC will read the same when invoked, and the template will affect the settings you see in the GUI.
