how does liberate characterize power-related attributes?

in liberate install directory, there is an example, so i changed simulator to https://gitee.com/chaujohnthan/liberate/blob/master/spectre2

char_library -thread 1 -extsim spectre2 -cells {INVX1}

then i got 10001..10008,

10004 and 1006 are calcalating time delay stuff, the schematics generated is for that understandably. the others are for power, but 

i can not understand them, that is because i do not understand how to calculate dynamic and static power, seems to me it is different

from what brunvand book describes.
