How can I place vias with the size exact same cut width without metals around?

How can I place vias with the size exact same cut width without metals around?
As the red part only in the image below?

    Not entirely clear what you're asking, but if you just want to turn off the enclosures, then that would be by showing the enclosures (turning off "compute" too, in case that restricts you to what's in the tech file - note that turning it off may lead to DRC errors):

    Then you set all the enclosures to (say) 0. You could also save this as a via variant so you can use the exact via again (the save icon on the form is for doing that):
