Voltus-Fi batch command simulator option missing error

I am running Voltus-fi batch command 'voltusfibatch' and have provided the input files for the analog cell.

I have defined a working .scs file of the block with relevant simulator options.

I am getting the following error when running the vfibatch command:
INFO: Using Short-Peak Duration = 0.125ns from Resistor Template Current Limits File.
INFO: Using Long-Peak Duration = 10ns from Resistor Template Current Limits File.
ERROR: Empty simulation option. Unable to run simulation.

INFO: Ending Voltus-Fi Batch Mode Application.
[VFI] -E- /p/foundry/eda/em64t_SLES12/virtuoso/20.1.500.2500_VSA-06.28-s053_1//bin/vfibatch -cell nonprodmigtr_78_tfr_all -inputdir /tmp/localdisk/asaldanh/setup_78/vfi -workdir /tmp/localdisk/asaldanh/setup_78/crv failed


The error is still there even if I add a dummy command in the scs file. Am I debugging the right file? Is this error pointing to the scs file options?

.scs file has: 
simulator lang=spectre
global 0

simulatorOptions options psfversion="1.1.0" reltol=1e-3 vabstol=1e-6 \
iabstol=1e-12 temp=115 ....

    The empty simulation option comes because some design-specific arguments were missing in the cfg file. Simulation is now running.
