Having issue on modifying tech rules for DRD notify function

I am trying to define my own rules (eg. minWidth / minSpacing) to be applied to  DRD notify function.

There are some rules such as minWidth / minSpacing have already been defined for certain layers in the techfile I am using.

(I checked this by dumping techfile from Technology File Manager and found that rules are defined in the "foundry" constraint group)

I found that if I use the following skill to define a minWidth rule for a new layer that is not already defined in techfile, DRD will notify the violation for all layer-purposes pair of the layer.

techSetSpacingRule(techFileId "minWidth" <width> <layerName>)

techSetSpacingRule(techFileId "minWidth" <width> list(<layerName> <purposeName>))

However, for certain rules of layers that already existed in the techfile (onyl layerName is defined), I have tested and found that not all layer-purposes pairs are applicable for DRD notify.

Can anyone provide some clues? Thanks very much.
