Disable License Queue Timeout

I've set the licQueueTimeOut environment variable to 0 in my .cdsinit file (using envSetVal( "spectre.envOpts" "licQueueTimeOut" 'string "0")) and I can see this value in the Cdsenv Editor window. I expected that this would disable the timeout for license queueing in ADE but it does not seem to be honored, it still shows the default of 900 in the Environment Options window and the simulator will throw an error after 900 seconds has passed due to license timeout. Am I missing something?

I'm using tool version IC23.1-64b.ISR16.19 and using SpectreX as the simulator.

    In general, cdsenv settings for spectre options or environment options only affect new tests; existing tests will have the value stored in the maestro database as the user has previously run (and possibly changed) those settings and might want them preserved. 

    There's a specific case with the lsusp env option which controls whether Spectre returns the license when suspended that there is the 

    envSetVal("spectre.envOpts" "lsuspEnvOverridesState" 'boolean t)

    where the environment setting overrides that in the state, but this has not been done for the license queue time. Potentially you could write a trigger that updates each test's setting of licQueueTimeOut on opening ADE, but there's no simple built-in behaviour to allow the environment to override the state (test) settings in this case.
