Layout XL: what qualifies as a block instance for power routing?

I am trying to wrap my head around how Block Ring in Power Routing works. It seems to only route the ring around standard cells, not my custom blocks.

I could not determine which layer or property is needed for it to recognize my blocks - both have a PR Boundary defined and no other boundary.

I am using Layout XL version IC23.1-64b.ISR7.27.
