Reference a file in the toolbar file

Is it possible to reference a file in the .toolbar file rather than defining all the toolbar items in one file?

 WORK_DIRECTORY/.cadence/dfII/toolbars/byApplication/*.toolbars

I have tried the "inheritToolbarsFrom" but our envirnoment causes an error iin the toolbar creation.

Is there a function I execute to create a toolbar that is defined in the popup toolbar selection?

Or do I define a toolbar and append the added items with skill?

    Thanks
