Putting decap in empty area

Hi Andrew,

Using virtuoso 616

In an IP, I want to fill decap in empty area where OD(active) and NW is not present. I can find the empty area using dblayerandnot. But the next question is the layer generated by dblayerandnot is having many points and not getting an approach to place decap cell in this region . Could you please help me out.
