Layer Panel in app form

I want to display layer panel (palette) as a field in a form creted using hicreateappform. So I can select a layer when the form is opened. How to do it?

    Thanks for the response Andrew.

    hiCreateLayerCyclicField() has syntax :-

    hiCreateLayerCyclicField(

    d_techFileId
    t_fieldPrompt
    t_callback
    l_layers
    [l_LPpair]
    [s_fieldName]
    )

    we should pass a list for the l_layers, we can use leGetValidLayerList() but it works only when a layout view is opened. Is it possible to pass the layer list without opening a layout view?

    i.e. :-

    leGetValidLayerList(techGetTechFile(geGetEditCellView()))  -------> when a layout view is opened

    ?   ?  ?                                                                -------------> when layout view in not opened
