skill mode download?

I used to use an emacs skill mode which had some very useful features like il-query-localize-block-vars (I think I typed that right, auto-complete was my friend).  Is this still available somewhere?  Searching the forums only turned up some other implementations which seemed to have some context highlighting and IPC communications to icfb but without some of what I liked in the past like the local variable stuff.

    Hover your mouse over my photo in this thread, and you should get a popup window with "Follow" and "Request Friendship". Click on the Request Friendship choice, and in your request please explain that you are after the SKILL mode for Emacs and what your email id is. I'll probably deny the friend request (this is to cut down the number of direct requests I get, because it's not possible for me to handle the volume of direct requests I already get), but I will use that info to send you the SKILL mode.
