Which function in IC 5.1.41 corresponds to dbCreateVia() in the IC 6.1.6 version?

    The underlying database in IC5141 was CDB (as opposed to OA) and vias were not separate database object...they were instances of cells. So the corresponding function would be dbCreateInst(..) for fixed cells and dbCreateParamInst(..) for PCells.
