Multiple Supply Voltages: implement it flat or hierarchical?

-   If the design is too large to implement flat, or if there are many legacy hierarchical blocks, it might be worthwhile implementing it in a hierarchical fashion

-   If the design is not too large, and there aren't many legacy hierarchical blocks, flat is the better way to go, since the tool can then utilize inter-power domain knowledge (e.g. CTS, SI analysis, optimization etc)

Questions? Comments? Any other situation where you would implement your MSV design hierarchical/flat?

    If my design is partitioned very clean, which means both boundary path are register 2 register without any glue logic. Then I just use the hierarchical flow and then add level shifters at the top level? Is there any hint?

    I would suggest that you run your design through Conformal Low Power (CLP) to make sure that there is no missing level shifter and that the level shifters are connected to the correct voltage supply.
