TIE cell addition

 I would like to know if the tie cell insertion is mandatory for all technologies.Is it a step followed by all companies or there are some companies which do not use the tie cells methodology

    I think it is decided by the foundry process.

     Not everyone uses tie cells; some customers are fine with just tying off to the nearest rail. It can depend on the design requirements and the process, as already mentioned. However, tie cells are fairly easy to implement.
