Trial Route congestion inspite high effort not visible

In my design I see after Route (nano & wroute) congestion due to the placement which was unseen before. The trial route -effort high showed no indication. Playing around with the amoebaplace cutsequence it comes out that I reached a quit better result in terms of congestion. Does anybody saw before and faced similar problems ?

    Your subject line should read:
    Final Nano route congestion missed BECAUSE trialroute -highEffort used.
    ( HighEffort avoids congestion at all costs )
    The best way to analyze congestion is to use trialroute -lowEffort and clean this up as much can.
    Then proceed to trialroute -mediumEffort ( the default ) for your optimization runs.
