ECSM noise specification and cdB files.

I open a thread discuss timing library about noise

In the old Liberty standard, there is noise specification, and now ECSM have noise extension too.

But Cadence noise tools like Celtic need it’s own noise libraries named cdB files. The cdB files actually re-charactered files by SPICE with the timing lib and cell parasitics.

As today’s EDA tools always make design easier, why the cdB files still exist?  Why foundry just put the noise information to Liberty?

Synopsys use only one CCS Lib to characterize timing, power and noise, correct me if I am wrong.
