The docs aren't very informative in this area, so I've filed an enhancement request to improve them. Thanks for bringing this to our attention.

I think the idea, conceptually, is to incrementally reorder the scan chain after CTS in order to have adjacent scan registers driven by a common clock buffer which tends to reduce skew between adjacent scan registers, which in turn reduces the number/magnitude of hold violations on these paths

This Sourcelink solution may be helpful:
    http://sourcelink.cadence.com/docs/db/kdb/2004/Aug/11148944.html

    Following is the right flow:
    0) scanTrace -lockup
    1) initial placement
    2) scanReorder -skipBuffer
    3) optDesign -preCTS
    4) cts
    5) scanTrace -lockup
    6) scanReorder -clkAware
    7) optDesign -postCTS -setup -drv -hold
