1)why clk nets r excluded from the IOattach buffer(plz tell me the reasion)how clk nets get IO buffers after place ie in fects stage,& how driver cell helps for that.& what is the need of driver cell in CTS

2)what is useful skew?what is the advantage & disadvantage,&what is scheduling file,latency file,
how CTS handle with out these 2 files 
why dont we use usefulskew=1 always
