Why Encounter report don't use buffers during optCritPath?

Any body know how Encounter decides which buffers/inverters as don't use during optCritPath and why? Thanks!

    Hello, In general, there is a cell selection engine which looks at Area vs delay vs slew vs input pin cap. It might filter out some cells which provide worse delay and output slew for the same area. When power optimization is enabled, then the story changes completely. Thanks
