What is the use of End Cap Cells?

Hi ,

 

Can anyone tell me what is the use of end Cap cells??

    Hello, End Cap cells are typically placed at the end of rows to handle end-of-row well tie-off requirements. If the cells in the library do not have well or substrate ties inside the cells, you are required to tie the NWell to VDD and the substrate to VSS using the FILLTIE cell. Thanks
