About Encounter 'Split Long Via', how to make it work?

Dear All:

I am now making power plan using SOC Encounter. I try to use the 'split long via' option when building power straps. I set the long via length and the via to via step parameters right. But the straps were generated the same as without using the 'split long via' option! Really strange!
Is this a bug in SOC52, if not, how could I make this option take into effect?
