Level Shifter Placement !

Hi For a design with TSMC 65nm we used Level shifters as part of low power methodology, and placed all level shifters at the receiving end, i.e., H-L in Low power domain and L-H in High power domain. Wanted to understand is level shifter placement always in receiving power domain or would it depend on libraries or does it have any specific guide lines. Request input on this concept. - Thanks & Regards Ramz
