1 question on command 'congOpt'

Hi, All:

My DSP design is really congested, so I need to use congOpt command.

After several try, I find that using congestion-driven placeDesign is quite different from making 'congOpt' after normal placeDesign. As far as I know, congestion-driven placeDesign is just normal placement + congOpt, I got this from the placeDesign script. Seems that the above 2 methods shall be get the same result, but unfortunately, quite different, can someone tell me why?
