Extraction Tech File for characterize_power_library command of EPS

Anybody can explain the content of "Extraction Tech File" that is used for command characterize_power_library command of EPS. If possible could you give some lines of this file and explain how we can obtain that file

     This file is usually provided by the foundry. It will be called the qrcTechFile. Before it was called that (if you're working with an older set of data), it was a .tch file. These files are not human-readable. If you have a .ict file (which is human-readable), you can use Techgen to build a .tch file.

     Yes, it should be. Do a "which Techgen" and you should see it in the EDI install path. Note that the T must be capital!
