how to generate xtc.cmd?

Hi all, I'm using Voltage storm for detailed power analysis like IR drop with many-core u-processors.(copyright  ：Moongon )

In vstormpe_ug.pdf,there is a saying that"XTC command file(generated from LVS rule deck",

 my question is :which technology file can tell me how to generate xtc.cmd from LVS rule deck.
