congOpt -nrIterIncongOpt Fail?

Hi,

I used congOpt to remove congestions in my design.like "congOpt -nrIterIncongOpt 80",But the tool tell me  "Improving Congestion Failed" at the end.There‘s no error  from tool for remind. I used  version of 8.1. 

  How to solve this?

And, can someone tell me some skill to improving congestion?
