SITE info for STD cells

How do we decide, what will be the SIZE of a STD cell SITE.  Here is an example from a library:

 SITE std_site
    SYMMETRY y  ;
    CLASS core  ;
    SIZE 0.20 BY 2.40 ;
END std_site

If I browse through all the cells in  library, the smallest cell is of size     "SIZE 0.200 BY 2.40"  Is that the criteria? 

 

 So if I have a library where the smallest STD Cell is 0.8 BY 2.4  then should I be using "SIZE 0.8 BY 2.4" in SITE info. If I do that them  my utlilzation number are not correctly calculated. The placer stops due to high util.

    Ok just saw a document that says placement grid is based on the lowest metal layer pitch.
