Having trouble reconciling the LEF Tech file with the PDK tech file

I am trying to create a standard cell library in OA using the LEF tech file from the foundry and a standard OA tech file and standard cell libary that I can use in Encounter. I have been referencing the application note: Open Access Reference Library Import. 

When I try to lefin the lef tech file I get:

I can't even find any resistance or capacitiance specs in the pdk tech file. I tried doing a oa2lef and looking at the tech file as a lef file but still didn't see any resistance or capacitance specs. I saw this:

 Not sure how to fix this problem?
