malloc error in soc encounter 13.10

RPlace IncrNP: Rollback Lev = -3
RPlace: Density =1.013953, incremental np is triggered.
**ERROR: (ENCSYUTIL-15): Cannot malloc type "npsBin" size=1073741824 bytes.
