Multi-CPU Encounter results vary due to overall CPU Utilization

Hello,

I have performed multiple Encounter runs of the same block using the foundation flow control scripts.  In this flow I use up to 5 local CPUs for the multi-cpu mode. I am using an 8 core machine with lots of memory but i share this machine with other team members.

I have seen significantly different results from the signoff phase based on the overall utilization of the machine.  

If I perform a run during the day when the machine is moderately used the final signoff solution may not meet timing.

However, if I re-run this same process when the machine has no other (user) processes running I see very good results at signoff.

Can anyone explain this behavior?

Are there any system variables that control this behavior?
