cdb generation for IP

Hi All, 

       I was looking at generation of cdb (noise model) for IP's.  I have some quires here,

1> Does "TEMPUS 15.*" supports make_cdb command. I am not able to see any details on make_cdb for TEMPUS.

2> Is there any standard flow/method which can be used for cdb generation, We have "Foundation Flow" for PnR, on similar lines do we have any details/guidelines as to what all needs to be set & used to generate a proper cdb of an IP.

3> How to validate the final cdb that will be generated for the IP.
