How to set routing direction restriction in INNOVUS?

I want to set a region in the whole core that has special restrictions: only one metal layer can be used and only vertical routing is permitted.

I searched around all the GUI buttons in INNOVUS 15.2 and cannot find an anwser. So I guess it could be done in command format.

I will appreciate it if anyone can tell me how to set a region as I mentioned above.
