Scale problem when streaming out GDSII from innovus and then stream into virtuoso

I need to use a library with dbUnits = 4000 to do a layout. But I found that the default dbUnits in innovus is 1000, which incurred that sizes of all cells are enlarged to 4x after running layout. And it made something worse when streaming it into virtuoso. Could anyone tell me how to set the dbUnits before layout or how to solve the size enlarged problem when layout.
