You can access it from Cadence Online Support at:
http://support.cadence.com/wps/mypoc/cos?uri=deeplinkmin:DocumentViewer;src=pubs;q=/hal/hal9.2/titlecopy.html
You'll also find the .pdf file in the installation at:
/usr1/cds/ius10.2/doc/hal/hal.pdf
Replace the "/usr1/cds/ius10.2" with your own installation's root directory.
