vplan showing N/A

HI...

I am importing .vplan file in emanager but all the elements in vplan is deactivated (showing N/A with greyed).

How to activate those item?

These all commands I am using for configuring cover.

config cover -mode=on
config cover -database_format=ucd
config cover -write_model=ucm

in ecom file
