Switched capacitance / Variable capacitor

I have a question regarding a circuit I saw that is represented as a delay element. I want to understand how this circuit functions as a delay element and is it equivalent  to the circuit on the left?. Specifically, I am curious about the variable capacitor and the capacitor in the right circuit—why are they connected in the way they are?

    You can take a look at https://www.build-electronic-circuits.com/rc-delay-element/ for a very basic explanation. The R in this case is the on-resistance of the transistor.
