Can't open file after dbdoctor update from 14.x to 16.5

I have to deal with older package designs from 14.x days that we used to do as .brd files.  I have used dbdoctor (dbdoctor_ui.exe) to update one of the files to 16.5, and tried to use the BRD import option to bring it into APD (16.5).  File failed to load with the error message: "ERROR(SPMHUT-43): File selected is not of type Layout."  I get the same error when trying to open in Allegro PCB Designer (16.5) or Allegro Physical Viewer (16.5).  Any ideas what the problem might be?  Any workarounds other than finding an old set of install files for 14.x?

    The update should work.  If you can get on to Cadence Online Support (COS), create a new Case and send in the 14.x database they can try to update it and find the problem.  14.x SW is no longer supported but the database's created by older SW are still supported.
