create a user form

Does anyone know how to create a form with a tcl script in orcad 16.6?
I tried it and always reported the error cant invoke toplevel.
In addition, during the test, it was found that the menu could not be opened by macro commands
Menu "Accessories::Cadence TclTx Utilities::Utilities"
Does anyone know how to open this menu with tcl? Much appreciated
