Unable to create bus in OrCAD capture in hierarchical design unless schematic is root schematic

I am trying to create multiple schematic design but unable to create bus in any schematic unless it is the root schematic.

when i connect the pins of a component to a bus I get this dialog box

this normally comes up with the pin names populated 

and when I make another schematic root the schematic with the bus on now shows this dialog box when i do the right click signals command on a net in the bus 

has anyone found this problem

I am running OrCAD 22.1 hotfix 3

    I found the answer I have to create a top level file and create a hierarchical block for the various schematics so I can create the buses.

    So it has to be top down design and not bottom up design

    I also found the same behavior through out 17.2, 17.4 and 22.1. Yes, you are correct, Its good to go with top down approach in this scenario.

    I also found the same behavior through out 17.2, 17.4 and 22.1. Yes, you are correct, Its good to go with top down approach in this scenario.
