"set telskill"does not work in the Orcad 16.2 PCB editor?

Hello,all:

I found "set telskill" does not work in the Orcad 16.2 PCB editor,there is no skill box open!

Command > set telskill
Command > skill
E- Command not found: skill

How to get the skill box?

    The OrCAD and Allegro L PCB Editor tool levels do not support running the skill environment, they can load and run SKILL routines that have been pre-written at start-up but loading and debugging of SKILL routines at the command line are not supported, You need at least a Performance Option license to author and debug SKILL routines.
