Are you asking how to do this?  There are so many ways to approach this issue.
    1. Create a line grid and do a snap to the intersection?
    2. Place using polar coordinates
    3.Import a dxf placement
Not to be condescending, but this type of placement is elementary in this tool, are you new to this tool set?
I would happy to give you examples of the above when I have time.
Also more details would be helpful.

I had a few minutes between meetings this an.

So putting my money where my mouth is, I created the following example.
    Steps:
    1. Placed the 4 parts I wanted in the layout
    2. Created a circle of the distance I wanted the other 3 parts located away from the larger part.
3 Created a center line through the center of the circle
4, Copied (Polar) the drawing line at the desired angle the number of times I wanted
5 insured the lines intersected at the part center (snap to intersection)
6, Moved the other parts to the intersection of the circle (line and the straight line (snap to intersection.
    7, Added dimensions.

    I hope this helps.

on your pcb editor, you can create them by lines and circles.

after creating a circle with 8.5mm radius, using 5mm-diameter circles, you can place 3 pads at the intersection of the 8.5mm-radius circle and the 5mm-diameter circle.

you need to use the snap function at intersection.
