Panning is not smooth; jumpy and odd acceleration.

In PCB Editor/Designer v17.4, I've already found and set designhdl_pan to reverse the default pan direction. Ok, good.

But in other programs I've used, if I middle-click and move the cursor, it's a 1:1 movement: The board or canvas moves exactly with the cursor.

In OrCAD, not only is it not 1:1, it is very jumpy. It tends to jump quite a lot, after which that panning operation is smooth. Each successive panning operation has this same initial jump. It makes panning fairly unusable, and there are no scroll bars either. What's causing this?
