Check shape only full contact 25% same net VIA

The edge of a via is touching the edge of a same-net shape. The center of the via is not within the shape.

The shape is not voided to remove the small copper sliver. The vias need to have full contact, not thermal ties. 

I usually check for these on my designs and adjust the shapes.

I want an automatic shape void or DRC solution.

    I'm not sure I understand what you request. The via actually has full contact ... it's just that the red shape is stopped by the green one. Can you make a drawing of what you are expecting?

    Also, when you say this:
