Cmgr configuration for NPT to via hole distance

I want the DRC to flag when this red distance is below some value:

    Yes - use the Manufacturing tab and look at Design For Fabrication - Copper Spacing. There is an option to drive a rule from a Non Plated Hole to different objects. If you have an Allegro X Venture license this has much more configuration for type of non plated hole to object type (like via). If you don't then the options are more limited but should still give you a DRC (you'll just get more DRC's).
