count via by net and layer to csv file

there is a report in allegro.But this report is not intuitive.  I want to show via num by net and layer in a csv. for example

Net name, L1 Total Vias, Drill_L1L2 total Vias, L2 Total vias,Drill_L2L3 total vias, ..........Base

GPIO2,1,1,1,1,.......1

VSS,2000,2000,3500,3500,......1000

I can easily find out which layer the via is too few. Currently, I have implemented report generation using Skill Replay Report. But,I am unable to convert the report into the CSV format, as shown above.

    no, this report isnot power and ground. 

    Report Features:

    1. The report displays only vias connected to a net. Other vias can be located using "Dangling Line, Via and Antenna Report".
    2. Vias with VOLTAGE/RATSNETS_SCHEDULE property with value of POWER_AND_GROUND are excluded from the report.

    so,  i cant use scripts and replay.
