axlSkill func to replace via's by window or group

THis function allows you to select several vias using multiple selections and group and then replace them with a different via.

    Hi Andy,

    When I check the library box in the padstacks popup I'm getting the "check for fixed properties and retry" popup warning and would not replace any vias. I could not find any fixed vias. What do you think is causing the problem?

    It does work when I include the padstack name of the new via I want to use in the Constraints Manager Physical via list table.
