Expand/Contract -> Shape Boundary Segments

Hello All, 

I would like to select Cutout Shape(s) and then create a new shape on "ROUTE KEEPOUT/ALL", with an expansion value of 0.4mm. Now I would like to contract the horizontal line segments/paths of the newly created "ROUTE KEEPOUT/ALL" excluding the arc segments with -0.15mm.

Unfortunately, I cannot attach an image to better illustrate.

I would like to achieve the above result using Skill.

Requesting someone for help.

    Select the shape and create a new shape ... that's clear and easy to do. But what do you mean by "contract the horizontal line segments"?

    A picture is worth a thousand words. But, I don't know the reason why I cannot upload an Image here!!

    I want to select a Cutout shape (Oblong) and expand 0.4MM to RKO/All layer -> I can do this

    I want to contract the lines/path/polygon or what so ever it is called except the semi circles on both sides of the RKO/ALL shape to -0.15MM -> No idea on how to do this!
