Top vs Inner Dynamic Shape Connection Help

Hey all, I'm looking for a little help (I'm new to Orcad, so forgive my ignorance in advance).

 I'm using Orcad PCB Editor 15.7 and designing a 4-layer board.  Routing is on the top and bottom layers, and the two inner layers are GND and 5V_VDD.  I've routed all my signals and now I am trying to add the fills/shapes for the two inner layers by drawing dynamic copper shapes which are assigned to my net of interest (GND or 5V_VDD). 

Testing this method out on the top layer does precisely what I would like:

The three pads which are GND in this example are connected to the rectangle shape, but the one that isn't is isolated, along with its trace.

The problem is that when I do this on the inner layer, it seems to just create a solid rectangle of etch:

 When I do this, the ratsnet disappears as if the nets are connected, and doesn't give me other errors when I generate reports, but when I generate the gerbers/artwork for the inner layers, it doesn't show exclusions for the vias/pads/holes that aren't supposed to be connected to the inner layers.

I can't figure out why this is occuring... am I missing a setting, or am I generating the gerbers wrong.... or what?

 Thanks very much for the help, this has brought my project to a halt and after spending a day googling for answers and poking around the program I can't figure out what the problem is.

    In Layout Cross Section (Setup > Cross-section) deselect Negative artwork for the plane layer.
